US Department of Energy
The US Department of Energy is the overseer of most of the government planning, in relation to solar technologies. For example, the Department of Energy is over many of the research institutions like Brookhaven and the National Renewable Energy Laboratory. The DOE is located in Washington D.C. Here are directions, on how to visit the solar program offices at DOE. http://www1.eere.energy.gov/solar/visiting.html
Should you need funding for a solar project, the DOE is a good place to start looking. The next step is to research the individual laboratories and subcontractors of DOE.
